Аннотация: в рецензии дан анализ монографии немецкой исследовательницы Анжелики Штробель, специалиста по истории здравоохранения, гигиенической культуры, вопросам управления социальной сферой. Показано, что исследование проведено на основе репрезентативной источниковой базы, а том числе на архивном материале (РГИА, ЦГА г. Москвы, Государственного архива Саратовской области). Вводный раздел представляет собой анализ материалов Всероссийской гигиенической выставки 1913 г. В нем выделены два организационных объекта исследования – санитарные службы железнодорожной системы Российской империи и санитарные службы земских структур. В соответствии с этими объектами автор монографии в первой главе доказательно подчёркивает особую значимость железной дороги, как структурной современной системы, которая была способна руководить сбором информации об уровне санитарии. С другой стороны высокая концентрация населения вокруг железной дороги требовала особого внимания для предупреждения эпидемических заболеваний. Автор провела сравнительный анализ деятельности санитарных врачей на железных дорогах и в земствах, где санитарная работа стала главной задачей. Интерес вызывает анализ деятельности санитарных попечительств земских учреждений. Поскольку санитарные службы только складывались, большую роль они отводили пропаганде гигиенических знаний, о чем подробно рассказано в четвертой главе. Автор рецензии делает вывод о том, что итоговые положения А. Штробель о повороте в деле санитарии и гигиены от мероприятий срочного, часто противоэпидемического характера к превентивным мерам являются обоснованными, а гигиена стала в начале ХХ века в Российской империи важной частью общей государственной политики.

Abstract: The review provides an analysis of the monograph by the German researcher Angelika Shtrobel, a specialist in the history of public health, hygienic culture, and management of the social sphere. It is shown that the study was based on a representative body of sources, including archival materials (RGIA, the Central State Archive of Moscow, the State Archive of the Saratov Region). The introductory section analyzes the materials of the All‑Russian Hygienic Exhibition of 1913. It identifies two organizational objects of the study: the sanitary services of the railway system of the Russian Empire and the sanitary services of zemstvo structures. Accordingly, in the first chapter the author convincingly emphasizes the special significance of the railway as a modern structural system capable of directing the collection of information on sanitary conditions. At the same time, the high concentration of population around the railway required particular attention to the prevention of epidemic diseases. The author conducts a comparative analysis of the activities of sanitary physicians on the railways and in the zemstvos, where sanitary work became a primary task. Of interest is the analysis of the activities of the sanitary boards of zemstvo institutions. Since sanitary services were just being formed, they attached great importance to the promotion of hygienic knowledge, which is described in detail in the fourth chapter.

The reviewer concludes that A. Shtrobel’s final assertions, about a shift in sanitation and hygiene from urgent, often anti‑epidemic measures toward preventive measures, are well founded, and that hygiene became an important component of overall state policy in the Russian Empire at the beginning of the 20th century.
